Project Manager (National Staff)

Job description

The ILF Project Manager as Project Leader is responsible for the Administration of the Project between Client and ILF and coordination between them. In the meantime, being part of ILF, he needs to adhere and follow the principles stated in the IMS Policies and system established in the Group.

Project Manager manages and superintends all ILF’s team activities for implementation of the project in order to meet the contractual commitments and achieve the objectives established by the Client. His duties include:

  • Representing ILF in relations with the Client.
  • Managing all technical and commercial aspects with the Client and reporting to ILF Management.
  • Defining the ILF’s project strategies and supervising the planning and scheduling of activities agreed with the Client.
  • Ensuring the project time schedule and cost control activities, taking the necessary actions to achieve the established time and mark-up targets.
  • Superintending the ILF’s specialists through the project organization positions.
  • Supervision and checking the compliance of the ILF’s specialists Timesheets and Weekly Reports to the Contractual obligations and to the agreements with the Client in terms of results e/o schedule.
  • Selection of the ILF’s specialists according to the agreed staffing plan with the Client.
  • Supporting ILF business development, pre-contract and corporate activities.
  • Supporting in development and monitoring of agreed project execution plans.
  • Direct cost and planning engineers relating to project issues.
  • Collation and development bid proposals.
  • Identify, analyze and monitor Project’s risk.

 

Qualification

  • Must have sound knowledge and understanding of technical terms and conditions.
  • Familiar with all Project’s phases.
  • Awareness of compliance and audit processes.
  • Ability to identify changes and improvements to the technical documentation and procedures to reflect Client’s changing requirements.
  • Knowledge of computer-based systems including, CAD, Database Management systems, Excel, Word, Microsoft Office or equivalent software packages.
  • Be proactive, a self-starter and ability to work without supervision.
  • Systematic thinker and good organizational skills/ time management.
  • Strong personality with ability to be firm and persuasive without authority.
  • Team player within and across functions.
  • Sensitive to Client’s requirements and Client-focused.
  • Experience in pre-award technical activities, involving qualification of Bidders, would be preferable.
  • Contracts Development Experience, supporting the drafting of technical scope of work of ITB’s.
  • Knowledge of relevant International Standards Shell, API, ASME, ISO 9001, ISO 14001, OSHAS 18001. GOST and SNiP awareness would be an advantage.

Minimum Requirements to employee:
Education: Bachelor’s degree in chemical/mechanical engineering is minimum requirement; master’s degree preferred

Language skills: Russian and English are mandatory. Kazakh is advantageous

Professional experience: Min 10 years, (Min 5 years – managerial experience)
