• Provision of services for quality control of Technical Supervision during execution of construction, and installation works of the facilities
• Establish and maintain at the Facility the system of control over conformance of the construction and erection operations performed by the EPC Contractor.
• Inspection and Verification of Construction Materials, products, and structures used, the equipment supplied under the Project, to the requirements of codes and rules of construction, technical specifications, standards, certificates, as well as to the regulatory and procedural documents of the Customer and the EPC Contractor in the field of industrial safety, occupational health, and the environmental protection.
• To provide control over development and fulfillment by EPC Contractor of all required measures on preparation and conduction of hazardous operations before the commencement of such works and to conduct all safety measures necessary for conduction of these works.
• Verification of the quality of documenting and the composition of as-built documents for compliance with the provisions of the Contract and the regulatory documents in the field of construction of the Republic of Uzbekistan
• Take part in the incoming inspection of the equipment, materials, products, and structures delivered to the Facility for compliance with project specifications, standards, and certificates.
• Supervise/control over the compliance of the PC Contractor with rules of transportation, warehousing, equipment storage, construction materials, structures, and products, to restrain from breaching the laws which may result in the spoilage and reduction in the quality of materials and products.
• Check, analyze and prepare the comments for as-built documents, procedures, draft methods of statement, process flow charts to construct the project facilities.
• Verify the construction and erection operations’ compliance with as-build documents, Works performance procedures, and the process flow charts approved by the Customer.
• Carry out the certification and evaluation of the performed Works by signing relevant Certificates and other documents.
• Prohibit the performance of the subsequent works until examination certificates on the hidden results are adequately performed
• Supervise/control over the availability of the technical passports, certificates, results of the laboratory testing, etc. for the materials, structures, products used in the construction of the Facility and to demand from the PC Contractor the compliance of their quality to the parameters, which are specified in the documents.
• Arrange the instrument and visual control over the work’s quality (civil, electrical welding, insulation and lay down, electrical installation, etc.).
• Verify and confirm detailed process plans on the production of particular processes and participate in certification of particular process technologies and personnel qualification.
• Supervise/control over the installation of the process equipment and pipelines. Participate in all kinds of tests of equipment and pipeline.

Qualifikation

• Work experience minimum 15 Years in construction in EPCC projects in an oil and gas industry (GPP, GCC, Refinery, LNG, GTL, full scale field development, or other project of similar scope and complexity)
• Experience with professional consultant engineering companies in executing Oil & Gas Projects
• Field construction and commissioning / start-up experience desired.
• Ability to read technical documents such as P&ID’s, isometrics, etc.
• Proficiency with MS Office applications (Word, Excel, Power Point)
• Excellent in knowledge of Mechanical-Rotary equipment and Piping system.
• Ability and willingness to troubleshoot problems on rotary equipment as much as possible if required.

Education: Bachelor’s degree in mechanical engineering or similar field is minimum requirement; Engineering Technical degree in mechanical background

Language skills: English (Reading, Writing & Speaking skills) is mandatory, Russian is an advantage.

Professional experience: Min 10 years’ experience in comparable position.
